I would have suggested Circe, since her whole thing was turning people into animals and so depicting her as one herself wouldn't be a stretch(magic backfire?), but apparently she's already in FGO.

I don't follow Fate stuff so closely, so I don't have a good understanding of how servants are designed other than "this was a famous person or person who appeared in folklore, now they have super powers based on what they're famous for". In which case, someone associated with animals already would be more likely to be a kemono.
Tamamo-no-Mae probably precludes other kitsune servants, but if not, there's Kuzunoha or her son Abe no Seimei whom according to legend possessed the fluffy tail as well.
For more recent figures, I dunno, PT Barnum as a giant elephant motherfucker?
