I'd say it's a mix of it. Most of the time the Japanese are polite enough to keep their fetish to their own space or the place that allow it, but on rare occasion will have someone did something inappropriate. But unlike majority of the western case, majority of indecent exposure are acknowledge to be acting on their fetish, and don't really consider them to be a part of their identity that need to be expressed.
As for the pride palace, well… it's usually meant to be a reminder that people can feels proud of who they are, thus no need to feel ashamed as the past of persecution still haunted them, so it still have some meaning left in it. However, with homosexuality acceptance advancing too fast and to a absurd/ unreasonable degree, it's essentially hi-jacked by degenerated who just want to wanted to be perverted or can't accept that what they like aren't perverted.

I'd say you might have misunderstand him somewhat. As I see it, Japan general culture is to put up a facade to keep in line to not disrupt the social order, and keep who they really are in private.
Even if the porn and sexual thing are far more easier to access, most of the time, the Japanese don't usually try to make other stranger look that what they are doing. And that they at least can accept that as long as it doesn't disturb them directly, other people business is other people business, which is why not much people have issue of availability of porn and sexual things.

Well, also replying to False >>9345 again as well, I remember 2 scandal, but aren't as widespread, one of them is a bara author is too lazy and greedy, causing a drama to end a game project.
The second one happened to the artist I'm following, he enjoy drawing gay stuff, but is accused of being homophobic for a certain comic he draw by on a English furry board by someone claiming to be Japanese.
Nothing brew up however, as the artist remains blissfully unaware of what happen due to how obscure the accusation is, and only learn about it years later(after someone translate it for him). His only respond is something along the line of"I'm not a homophobe" for less than 5 tweets, if I recalled. And the rest of the event just passed without incident.
well, majority of the rest of the drama is artist getting pissed that their commercial works is posted for free, and may or may not delete all of their stuff, only to appear again sometime later.
