I always thought spats used to refer to just shoe stuff and not compression shorts.

It's a dumb Japanese thing that caught on. Like how they call thongs (footwear) flip-flops in some parts of the world. Most people in N. America and Europe would know them as compression shorts or cyclist shorts.
