What have you used for upscaling?
My knowledge may be pretty outdated, but last I checked all upscaling modelers hung out at https://openmodeldb.info
Or maybe not, only 650 models doesn't sound too impressive, though, maybe upscaling models are just not that popular compared to stable diffusion.
Our icondogs are actually upscaled with one of the yande.re models from there, mostly because it helped get rid of the GIFcrust. (Yes, I've upscaled a 230x230 image to 920x920 so that it makes a prettier 16x16 favicon (sike, it's actually 24x24 in FF.))
It's pretty infeasible to try a significant amount of models from there, considering how fat they are, and how most are hosted on some shitass clouds (and some are dead already), but I tried a few random WEB/GIF/Digital/ETC models, and that one seemed to work the best.
Note how there are still some soapy smudged AI lines, like where Mamoru's iris intersects the highlight, and around the glasses.
It could probably be fixed by being more in on the upscaling game and using a newer/better/more fitting model, but I usually downscale the image with magick by a factor of n 4ths to make the upscaling less immediately apparent.
(Though, in this case it was 512/920=0.55, not 2 fourths, because favicons, whatever.)
